Article 1
Article 1 (Amended) Purpose
This Law prescribes principles, regulations, and measures regarding the formulation, approval, implementation, management, and monitoring of state investment, in order to ensure that state investment is carried out correctly, in accordance with the Constitution, laws, policies, and the national socio-economic development plan, aiming to guarantee high efficiency, effectiveness, transparency, maintain macroeconomic stability, create favorable conditions for all economic sectors to achieve sustainable growth, improve people’s livelihoods, and contribute to the protection and development of the nation in a sustainable direction.
Article 2
Article 2 (Amended) State Investment
State investment refers to the use of the state budget, natural resources, assets, state property rights, and official development assistance funds, through the budget system, to invest in infrastructure construction projects serving the public interest, provide equipment, and promote technology, in order to implement the national socio-economic development plan.
