Article 1
Purpose. 1. This Regulation Decision is a legal document for the unified and centralized management of students, university students, researchers, and long-term trainees holding Lao nationality who go abroad for study, research, or further training, focusing on monitoring, providing assistance, and granting various facilities according to actual situations and conditions, in order to achieve high quality and efficiency in the cultivation and training of technical professionals at all levels, and to bring the acquired knowledge and abilities back to the country to contribute to the economic and social development of the nation in each period. 2. This Regulation Decision stipulates policies for encouraging and supervising students, university students, researchers, and trainees who go abroad for study, research, and living with various types of funding, as well as activity discipline.
Article 2
Scope of Application. This Regulation shall apply to Lao students, university students, and researchers traveling to study at various levels abroad, namely: general education, vocational education, higher education at all levels, and long-term training (10 months or more).
Article 3
General Policy. 1. The Party and Government encourage Lao citizens who possess the necessary knowledge, ability, and financial preparation to study, research, and train at various levels in foreign countries, to learn about social culture, science, technology, and other fields, and to return to the country after completion to contribute to national construction and development. 2. Sources of funding for studying abroad generally include the following: (1) Government funds, derived from the state budget, grants, or loans from foreign countries and international organizations; (2) Funds from grants or exchanges between local authorities or educational institutions; (3) Funds from grants or loans from individuals, collectives, or legal entities; (4) Personal funds, derived from one's own income, or from parents, guardians, relatives, or various donors.
