Articles

Article 1

Adopt the "List of Controlled Business Operation Categories" as per Appendix "A" of this Decree.

Article 2

The List of Controlled Business Categories refers to a list of business categories that are highly sensitive to national security, social order, national fine cultural morals and traditional customs, and the environment. Such business categories require review and verification by relevant departments prior to enterprise registration. However, the List of Controlled Business Categories is not a list of business categories prohibited from operation within the territory of the Lao People’s Democratic Republic.

Article 3

The Government of the Lao People’s Democratic Republic strongly encourages the Lao people to invest in and engage in business activities through a convenient, fast, and simple registration system, and continuously expands such activities, namely: For business operations intended for enterprise registration that are not included in the list of controlled business operation categories, the competent enterprise registration officer of the business sector shall review and process the enterprise registration without requiring review and verification by the relevant sector, and shall do so within no more than ten working days from the date of receipt of the enterprise registration application. For business operations intended for enterprise registration that are included in the list of controlled business operation categories, the business sector shall immediately forward them to the relevant sector. The relevant sector shall review and respond within no more than ten working days; except for operations that require technical or specialized verification and need a longer period. Thereafter, the business sector shall review and decide on the issuance of the enterprise registration within no more than three working days. If the enterprise registration is not granted, a written response shall be provided, stating the reasons to the enterprise registration applicant.
