Article 1
Purpose. This instruction stipulates the principles, regulations, organization, and operation of lottery businesses and various types of gambling activities similar to lotteries, aiming to manage them systematically, centrally, and correctly in accordance with the law; to meet the material and spiritual relaxation needs of those who enjoy various types of development lotteries (ຫວຍພັດທະນາ) in hopes of winning prizes, to recover part of the cash circulating in the market back into the financial-banking system, to help generate revenue for the state budget, while limiting illegal gambling; and to create employment and appropriate income for the Lao people nationwide.
Article 2
Management of lottery operations. The Ministry of Finance is the manager of lottery operations and various types of lottery gambling activities, and establishes the State Lottery Development Enterprise (ລັດວິສາຫະກິດ ຫວຍພັດທະນາ) to uniformly manage and conduct lottery printing and sales operations nationwide.
1. Management.
1.1 The Ministry of Finance manages lottery operations pursuant to Article 6, Paragraph 4 of Directive No. 80 (February 28, 2007), and entrusts the State Lottery Development Enterprise as the operating entity.
1.2 The State Lottery Development Enterprise is a state-owned enterprise under the Ministry of Finance, operating with legal person status.
1.3 In each province and capital (Provincial Finance Department, Capital Finance Department, District Finance Office), it is responsible for managing the operation of lottery operations in accordance with the law; creating conditions and providing convenience for operators engaged in lottery development and sales; collecting various taxes from distribution agents within their scope of responsibility for budget submission, and prohibiting the imposition of additional fees beyond those stipulated by law.
