Article 1
Purpose. This Decree-Law stipulates principles, regulations, and measures concerning the cultivation and development of labor skills, as well as the testing and certification of skill standard levels, in order to ensure that workers possess knowledge, ability, creativity, skills, and labor discipline, have formal employment and basic legal knowledge, thereby promptly meeting the demands of the labor market and the socio-economic development plans of the Party and Government for promoting industrialization and modernization.
Article 2
Labor Skill Training. Labor skill training refers to the provision of technical vocational teaching within the vocational education series, according to various levels and specialized fields, in order to cultivate Lao workers with the necessary knowledge, skills, abilities, and moral attitudes, enabling them to enter enterprises for work and engage in self-employment based on their own capabilities in accordance with labor market demands, while simultaneously creating conditions for their further study or participation in labor skill testing.
Article 3
Labor Skills Development. Labor skills development refers to the enhancement of work skills and work attitudes for workers who already possess a basic vocational level or above and have prior experience, enabling them to master skills, possess labor discipline, improve their techniques and crafts, prepare for competitions or skills tests, and have their labor skill levels certified in accordance with national, regional, and international industry standards.
