Article 1

Guidance: Implementation of Decree No. 343/PM on Policies for Those Who Have Made Contributions and Merits in the Democratic National Revolution. — Pursuant to Decree No. 343/PM, dated September 25, 2007, on Policies for Those Who Have Made Contributions and Merits in the Democratic National Revolution; — In order to ensure a unified and correct understanding of the content of this Decree and the methods for its implementation nationwide, achieving effective results, the Minister of Labour and Social Welfare hereby issues the following guidance:
Article 2
Regarding the subjects eligible for the policy. The subjects eligible for the policy under the Decree No. 343/PM dated September 25, 2007, are as follows: 1. Senior revolutionary cadres who have participated in the revolution since 1954, whether retired (pensioned) cadres, or those who have continuously engaged in the revolution with a revolutionary service length of 10 years or more, and have not been subject to disciplinary action or dereliction of duty. 2. National heroes, meritorious fighters, and specially disabled persons who have been particularly disabled due to combat or supporting combat in the democratic national revolutionary cause. 3. Those who have participated in the revolution since 1975, who died in combat or supporting combat in the democratic national revolutionary cause, and have not yet received survivor benefits. 4. Persons disabled in combat or supporting combat in the democratic national revolutionary cause since 1975, including civil servants, military personnel, police, retired cadres, and disabled cadres. 5. Civil servants, military personnel, and police who have participated in the revolution since 1975, are not eligible for a pension, and are still alive. 6. Parents who are still alive but lack care and support, whose children died in combat or supporting combat in the democratic national revolutionary cause. 7. Political grassroots cadres who fought in combat or supporting combat in the democratic national revolutionary cause since 1975, such as village chief teams (Thasen), patriotic front teams, and guerrillas, whose revolutionary service length is 10 years or more, and who have not been subject to disciplinary action, dereliction of duty, or disloyalty to the nation.
