Articles

Article 1

Purpose. This Decree is formulated to determine the principles, systems, and methods for organizing and implementing the policies of the Party and the State, in order to retroactively (restore) retirement pensions for cadres, military personnel, and police officers of Party and state organs who have contributed their blood, energy, and wisdom in the service of the national democratic revolution in the past, enabling them to enjoy retirement pensions correctly and uniformly nationwide in accordance with the conditions prescribed by laws and regulations.

Article 2

Supplementary Retirement Pension. The supplementary retirement pension refers to the continued study and implementation of the Party and State's policies for cadres of Party and government organs, military personnel, and police who have met the conditions for receiving a retirement pension; these individuals, upon their previous retirement or separation from service, had received a one-time allowance policy, but discrepancies still exist.

Article 3

Persons Eligible for Supplementary Retirement Pensions. Persons eligible for supplementary retirement pensions are the following: 1. Party and government cadres, military personnel, and police who have engaged in revolutionary work in Party and state organizational institutions since 1975, have resigned or left their posts, meet the conditions for receiving retirement pensions, but at that time only received a one-time allowance. 2. Persons assigned or arranged by Party and state organizational institutions to work in a state-owned enterprise, who retired or left their posts since 1994, and where that state-owned enterprise operates on a self-financing budget basis or belongs to other forms of ownership.
