Articles

Article 1

Purpose. This Agreement stipulates the document processing fees for operating license applications, operating license review service fees, and annual supervision fees payable by financial institutions applying for operating licenses in the Lao People's Democratic Republic, serving as the basis for unified implementation across the entire financial institution system.

Article 2

Handling Fee for Business License Application Documents. When applying for a business license, expansion of branches, or service points from the Bank of the Lao People’s Democratic Republic, the applicant for a business license shall pay a handling fee for the license application documents, as follows: 1. Headquarters of deposit-taking microfinance institutions: 3,000,000 Kip; 2. Branches of deposit-taking microfinance institutions: 1,000,000 Kip; 3. Headquarters of non-deposit-taking microfinance institutions: 500,000 Kip; 4. Credit and savings cooperatives: 100,000 Kip; 5. Headquarters of financial leasing (credit leasing) companies: 5,000,000 Kip; 6. Branches or service points of financial leasing (credit leasing) companies: 1,000,000 Kip; 7. Headquarters of pawnshops: 500,000 Kip; 8. Microfinance projects: 200,000 Kip.

Article 3

Business License Examination Service Fee. After obtaining a temporary business license, the applicant for a business license shall pay a business license examination service fee to the Bank of the Lao PDR, as follows:
1. Deposit-taking microfinance institutions, with a registered capital of 3,000,000,000 Kip: 30,000,000 Kip;
— Branches of deposit-taking microfinance institutions, with a registered capital of 1,000,000,000 Kip: 10,000,000 Kip;
2. Non-deposit-taking microfinance institutions, with a registered capital of 200,000,000 Kip: 2,000,000 Kip;
3. Credit and savings cooperatives, with a registered capital of 100,000,000 Kip: 1,000,000 Kip;
4. Financial leasing (credit leasing) companies, with a registered capital of 5,000,000,000 Kip: 50,000,000 Kip;
— Branches of financial leasing (credit leasing) companies, with a registered capital of 1,000,000,000 Kip: 10,000,000 Kip;
5. Pawnshops, with a registered capital of 500,000,000 Kip: 5,000,000 Kip;
6. Microfinance projects: 2,000,000 Kip.
The business license examination service fee is calculated at one percent (1%) of the registered capital of each type of institution.
