Article 1
Continue to follow the instruction of Ministerial No. 2058/MAF.99, dated December 20, 1999, on the Prohibition of Mining and Exporting Bat Guano.
Article 2
State organizations, including private entities and state-owned enterprises, are prohibited from exporting bat guano abroad. Any locality, department, or business unit that has been mining bat guano for export shall cease immediately upon receipt of this directive; any guano already mined and stored shall be used to serve domestic agricultural production.
Article 3
Encourage farmers to widely apply bat guano, promote high-level intensive agricultural techniques, and increase crop productivity in accordance with the clean agricultural policy set by the Party.
