Article 1

Article 1. Purpose
This Law stipulates principles, regulations, and measures concerning the management, supervision, inspection, and control of the production, importation, sale, and advertising of alcoholic beverages, in order to promote health, prevent diseases, protect the lives and property of the people, reduce harms, unnecessary expenses, and other dangers arising from the consumption of alcoholic beverages, and to contribute to maintaining social order and developing the national economy and society.

Article 2

Article 2. Control of Alcoholic Beverages
Alcoholic beverages refer to various types of beverages containing all or part of ethanol (Ethanol) as a component, such as liquor, medicinal liquor, whiskey, wine, and beer.
Control of alcoholic beverages refers to the management, supervision, and restriction of the production, import, sale, trade, advertising, and service venues or other related premises of alcoholic beverages through the adoption of various measures.

Article 3

Article 3. Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Alcohol means a volatile, flammable, odorous, colorless liquid that causes intoxication or numbness, including ethanol and methanol used for industrial, medical, and fuel purposes;
2. Ethanol means alcohol that is drinkable;
3. Methanol means alcohol that is not drinkable;
4. Illegally distilled liquor means alcoholic beverages produced, imported, and sold without authorization, such as unregistered alcoholic beverages or smuggled and illegally sold liquor;
5. Adulterated liquor means beverages that have had certain components replaced and substituted with other substances to deceive consumers regarding quality and quantity, or alcoholic beverages that counterfeit the trademarks of other officially registered alcoholic beverages;
6. Alcoholic beverage operator means an individual, legal entity, or organization licensed to conduct alcoholic beverage business in accordance with the laws and regulations of the Lao People’s Democratic Republic;
7. Sponsorship means financial support provided directly or indirectly by an alcoholic beverage operator that is not intended to induce or promote the sale or consumption of alcoholic beverages;
8. Health education and awareness means providing knowledge about the harms of alcoholic beverages through various forms and methods (such as mass media) to mobilize people to abstain from alcoholic beverages, including providing scientifically based information related to the consumption of alcoholic beverages;
9. Victim of alcoholic beverages means a consumer who suffers harm from alcoholic beverages in terms of health, family, and socio-economic aspects;
10. Fermentation means the chemical process in which starch in food undergoes changes under the action of yeast, producing alcohol, acids, and other components, resulting in a reaction;
11. Distillation means the process of separating a liquid solvent from a mixture by utilizing the principle of evaporation into vapor and subsequent condensation back into liquid;
12. Industrial product means a product manufactured using machinery;
13. Handicraft product means a product produced manually using traditional methods;
14. Containers and packaging means various materials used for holding and packaging all types of alcoholic beverages;
15. Uniformed personnel means doctors, nurses, teachers, military personnel, police, primary and secondary school students, university students, and other state officials;
16. Chronic disease means a non-communicable disease with a prolonged course, such as neurological disorders, degeneration, cirrhosis, cancer, cardiovascular diseases, hypertension, diabetes, and other diseases.
