Articles
Article 1
The agriculture and forestry offices of the provinces, capital, and special zones are tasked with directing the livestock and fisheries departments, in coordination with relevant local authorities, to organize publicity, promotion, and education and training, ensuring that operators engaged in the production, processing, sale, import and export of feed, as well as the import of foreign feed products, must assume responsibility for and guarantee the quality of their feed products, in compliance with the established quality standards manuals and feed formula regulations for each type of feed.
Article 2
The Department of Livestock and Fisheries is tasked with conducting follow-up inspections and collecting samples of feed products produced, processed, exported, and imported from foreign countries, and submitting them to the Feed Testing Institute of the Department of Livestock and Fisheries for quality testing, to verify and confirm whether they comply with the feed quality standards approved and promulgated by the Ministry of Agriculture and Forestry.
Article 3
Operators engaged in the production, processing, sale, import, and export of feed products, as well as the import of foreign feed products, must facilitate law enforcement personnel conducting on-site inspections, provide relevant documents and samples of feed products, and pay service fees for the quality inspection and testing of feed products on a per-batch basis.
