Articles

Article 1

Assign the Department of Cultivation and the Agriculture and Forestry Offices of provinces and Vientiane Capital to direct the cultivation departments to manage the work and production processes of producing plants as commodities within the province, in accordance with technical regulations and rules; compile a list of enterprises and companies engaged in agricultural and forestry activities; register plant production, growers, harvesters, primary processors, including the methods and tools used in processing (shelling, grinding, drying, sorting, cleaning, etc.), as well as the transport and storage of plant commodities, in order to prepare conditions for the export of agricultural products to the Chinese market in terms of quantity and quality, mainly including corn, bananas, cassava, potatoes, rice, oil crops, and other crops under joint study and proposal by both parties.

Article 2

The Department of Cultivation and the Agriculture and Forestry Offices of provinces and Vientiane Capital are tasked with disseminating and popularizing the principles, techniques, expertise, plant health standards, and export conditions for exporting plants to China, so that producers and export operators fully understand, comprehend, and strictly implement them, jointly achieving the following: — Formulating production plans that align with the market demand of the importing country, first promoting the establishment of business transactions between Lao export-import operators and Chinese import-export trade partners; — Notifying the list of plant commodities and operators and trade partners recognized by both Laos and China, and formally informing each other in stages and according to procedures, handling the preparation of plant health documents in accordance with the agreements between the two countries and the provisions of the Plant Protection Law on the management and inspection of agricultural product health quarantine; — Coordinating with the industry and trade sector to grasp the list and quantity or quota of export-import commodities and annual changes, clearly informing the export and import companies of both countries according to actual contracts, and making producers and production groups aware in stages.

Article 3

Assign the Departments of Agriculture and Forestry of provinces and Vientiane Capital to guide the planting departments, agricultural extension and cooperative departments, agricultural and forestry research centers, and agricultural extension and cooperative work units to go to the grassroots to promote and facilitate the production of plants as commodities, from cultivation to the initial processing of various crops with export capacity, in compliance with the technical standards for export commodity production and phytosanitary regulations, i.e., the standards jointly signed by the Government of the Lao People's Democratic Republic and the Government of the People's Republic of China.
