Article 1
Assign the Agriculture and Forestry Offices of provinces, the capital, and special zones to direct and delegate the Livestock and Fisheries Departments to promptly mobilize households raising poultry (such as chickens, ducks, quails, etc., including free-range and group rearing) to diligently care for, protect the health of, and manage their poultry, and to closely track and monitor, especially in provinces where the disease previously occurred, such as Vientiane Capital, Savannakhet Province, and Champasak Province.
Article 2
In promoting and guiding the method of raising poultry for farmers, various types of poultry shall be raised separately and not mixed, for example: ducks raised with ducks, chickens raised with chickens, to prevent cross-infection of diseases; the rearing premises must also have their scope and scale reasonably defined according to the number of poultry to avoid overcrowding, and shall be equipped with pens or enclosures surrounded by fences, using locally adapted and readily available materials, such as fences woven from hardwood, rubber nets, wire mesh, or other materials, to prevent poultry from foraging outside, wandering around, and potentially becoming a cause of disease. At the same time, the interior and surrounding areas of the pens must be cleaned and disinfected at least once a month.

For egg-laying ducks raised through roadside grazing or migratory mobile farming, careful tracking, monitoring, and strict management shall be carried out; provincial livestock, veterinary, and fisheries technicians, in coordination with district-level personnel, shall be assigned to go to the countryside to collect detailed data, establish farm registrations, provide guidance, and designate grazing areas for such ducks within suitable zones; temporary enclosures or sites for housing ducks (rotational enclosures) shall be cleaned and disinfected each time before moving to a new enclosure. If such temporary enclosures or sites are used for more than two weeks, cleaning and disinfection shall be conducted monthly. At the same time, partial samples shall be collected from egg-laying ducks raised through roadside grazing or migratory mobile farming for regular disease testing every 45 to 60 days; additionally, products obtained from such duck flocks, such as eggs and meat, shall be tracked and inspected at all times.
