Articles
Article 1
The use of pesticides that are highly toxic (toxicity class I), have rapid efficacy, cause direct harm to user health, livestock, and the environment, and leave high residues in agricultural products is prohibited. Such pesticides include: — Methyl Parathion class, with trade names such as Folidol and Parathion. — Monocrotophos class, with trade names such as Azodrin and Spektor.
Article 2
The use of substandard, deteriorated, or counterfeit pesticides is prohibited. Pesticides falling into this category are those used without registration management and may include the following types, for example: Agrodan, Kenjoy, Thiodan, Phos, Mevinphos, Karate, Lannate, Ambush, Tamaron, Manzeb, Noxtrin, Malathion, Advin, Mib, Hinosan, Foritag, and many other varieties; the aforementioned pesticides are still being sold in bulk and have not yet been approved or recognized by agricultural research institutions.
Article 3
Assign the Provincial, Capital, and Special Zone Agriculture and Forestry Offices, in coordination with relevant departments such as the Trade Office and the Tax Bureau, to take the lead in conducting field surveys, registering and cataloging all types of pesticides and their distribution and storage in shops within their respective jurisdictions. Upon discovery of the aforementioned banned pesticides, they shall be confiscated and destroyed in accordance with technical procedures; for those suspected of being counterfeit, of deteriorated quality, or failing to meet standards, samples shall be sent for laboratory analysis. If the analysis shows non-compliance, they shall be destroyed; if they still possess good quality, they shall be confirmed and recognized, while warnings or appropriate corrective measures shall be issued, strictly following the regulations on pesticide management and use.
