Articles
Article 1
The Departments of Agriculture and Forestry of provinces and the capital, as well as the Agriculture and Forestry Offices of districts, shall take the lead, coordinating and cooperating with local administrative agencies and other relevant departments, to organize research, penetration, education, and training for the people, including fellow villagers, so as to foster a unified understanding and awareness of the Party and Government's forest policies and guidelines—particularly the content of the Forest Law, the Prime Minister's Directive No. 17/PM, and other relevant regulations—thereby recognizing the importance and necessity of forest and forest resource protection, as well as the impacts of indiscriminate logging and forest destruction on people's livelihoods, the environment, and the national economy and society.
Article 2
Provincial and Capital Agriculture and Forestry Offices are responsible for taking the lead, guiding provincial forestry departments, and coordinating with Industry and Trade departments and District Agriculture and Forestry Offices to collect information within their respective provinces on the number of charcoal kilns, brick kilns, salt pans, business units using wood as energy, and shops and premises trading in charcoal and firewood, in order to compile the number of legally approved and operating units, as well as those operating illegally or not in compliance with regulations, while also collecting information on the sources of the timber.
Article 3
Organize surveys and collect area information on managed land of the people that has been demarcated and titled (land transfer, forest land transfer) or for which they hold land use right certificates, and that serves as a source of raw material supply for charcoal kilns, wood-fueled business units, and mold material, in order to plan and implement sustainable management and utilization.
