Articles
Article 1
The Department of Crop Production and the Departments of Agriculture and Forestry of provinces and the capital are assigned to take the lead, coordinating with local administrative authorities at provincial and district levels, operational units, producers, and growers to review cassava cultivation areas within their respective jurisdictions, formulate plans, and implement practical measures to timely monitor, prevent, and halt the spread of cassava mealybug outbreaks.
Article 2
Assign the Agriculture and Forestry Departments of provinces and the capital to strengthen the inspection and control of the import and export of agricultural products, seeds, and plant cuttings through all border checkpoints (including international and traditional checkpoints), especially cassava and plants on which mealybugs depend for parasitism and feeding, strictly in accordance with the relevant principles and regulations of the Plant Protection Law and the Agriculture Law;
Article 3
If symptoms and signs of a mealybug epidemic are detected within their responsible jurisdiction, they shall take the initiative to lead and promptly coordinate with local government authorities in the area to organize and implement measures and procedures for controlling the spread of the epidemic in accordance with Article 13 of the Plant Protection Law.
