Order on Strengthening Responsibilities for the Prevention and Control of Porcine Respiratory and Reproductive Syndrome (i.e., Porcine Reproductive and Respiratory Syndrome, PRRS). To: Directors of the Agriculture and Forestry Departments of Provinces and Vientiane Capital. Pursuant to the Law on Livestock and Veterinary Medicine No. 03/NA, dated July 25, 2008; Pursuant to the Decree on the Organization and Activities of the Ministry of Agriculture and Forestry No. 148/PM, dated May 10, 2007; Pursuant to the report on the outbreak of Porcine Respiratory and Reproductive Syndrome in Vientiane Capital, Lao People's Democratic Republic. At the end of June 2010, it was reported that the pathogen was detected and an outbreak of Porcine Respiratory and Reproductive Syndrome, i.e., PRRS, occurred in Xaysetha District, Sisattanak District, and Sikhottabong District of Vientiane Capital; to date, over 150 pigs have died, and dozens more are sick. This disease is a serious infectious disease affecting pigs, is a new disease emerging in the Lao People's Democratic Republic, and has caused considerable negative impacts on the pig farming industry. Pigs infected with this disease exhibit two types of symptoms: first, respiratory symptoms, including fever, nasal discharge, coughing accompanied by severe pneumonia; second, reproductive system symptoms, severely affecting pregnant sows, especially in late gestation, leading to premature birth, abortion, stillbirth, or death soon after birth, with surviving piglets being weak, and sows showing loss of appetite and inability to nurse piglets; some sick pigs have a chronic, prolonged course, and in white pigs, the ears may turn blue or purple, similar to erysipelas. To implement strict measures to prevent and control this disease, prevent its widespread spread causing national economic losses and damage to people's property, the Minister of Agriculture and Forestry hereby issues the following order:
Article 2
The Provincial Agriculture and Forestry Offices of the provinces and Vientiane Capital shall be primarily responsible, coordinating with local governments and other relevant departments, to organize publicity, dissemination, and mobilization; and to require all offices, state agencies, ministries, equivalent bodies, enterprises, individuals, or legal entities involved in pig farming, the buying and selling of pigs and pig products, and the nationwide movement and transport of pigs and pig products, to understand the severe harm of Porcine Respiratory and Reproductive Syndrome, while simultaneously urging and guiding them to strictly comply with the Law on Livestock and Veterinary Medicine.
Article 3
Provincial and Vientiane Capital Agriculture and Forestry Offices must direct and assign the Livestock and Fisheries Sections, in coordination with the District Agriculture and Forestry Extension Offices, to urge and guide the people to closely monitor and inspect the health status of their own livestock; if pigs are found exhibiting respiratory symptoms such as fever, coughing, sneezing, nasal discharge, emaciation, or if pregnant sows show premature birth, abortion, stillbirth, etc., the sick pigs must be isolated in a separate location, and the owner must immediately report to the village veterinarian or village head, and then report to the District Agriculture and Forestry Office, so that veterinary personnel can go to the field to track and inspect the disease.
