Article 1
The Department of Cultivation is tasked with coordinating with relevant central and local industry departments to collect information and regulations of destination countries regarding plant imports, particularly obtaining relevant lists or prohibition lists from the competent authorities of destination countries responsible for issuing plant import permits, targeting countries that are major trading partners of Laos for plants and plant products, such as the Kingdom of Thailand, the Socialist Republic of Vietnam, the People's Republic of China, Japan, the European Union, and other countries, in order to ensure that operators exporting plants and those engaged in plant quarantine services are provided with relevant information and regulations, enabling them to implement them in a timely manner.
Article 2
Entrust the Department of Agriculture to prepare detailed guidelines, specifying the operational procedures for the export of plants listed on the list of major trading partner countries for plants and plant products or on the prohibited list; simultaneously provide information on production status and pest lists for the relevant agencies of the destination country to study and assess pest risk, timeframes, negotiation techniques, phytosanitary implementation conditions, and other related matters, so that Lao operators can cooperate at the implementation level.
Article 3
The Departments of Agriculture and Forestry of provinces and Vientiane Capital are assigned to continuously prioritize the dissemination of information to operators exporting plants and plant products, from the production stage to the export stage, particularly regarding lists or prohibition lists (inquiry points) from the competent authorities responsible for issuing import permits in destination countries. If an operator plans to produce or export plants included in the destination country’s list or prohibition list, they must proactively and promptly coordinate with the Department of Crop Production to prepare production status and pest data, submit them to the destination country for pest risk assessment and determination of phytosanitary implementation conditions, as a basis for the destination country’s approval of import permits.
