Summary
This Law stipulates matters relating to the entry, exit, and administration of foreigners within the Lao People's Democratic Republic, and shall apply to all foreigners entering or residing in Laos. Its provisions cover the conditions and procedures for entry and exit, as well as measures for the administration of foreigners within the territory of Laos, aiming to regulate the lawful movement and residence of foreigners, and to ensure orderly entry and exit procedures and the proper management of affairs within the country.

Article 1
Article 1: Purpose
This Law prescribes principles, regulations, and measures concerning the management, monitoring, and inspection of entry and exit work in the Lao People's Democratic Republic, as well as the management of foreigners within the territory of the Lao People's Democratic Republic, in order to ensure the efficient operation, swift service, and modernization of the aforementioned work, aiming to safeguard national sovereignty and security, maintain social peace and order, align with regional and international standards, and contribute to the protection and development of the nation.
Article 2
Article 2 Entry into and Exit from the Lao People’s Democratic Republic
Entry into and exit from the Lao People’s Democratic Republic refers to the journey of Lao citizens, foreigners, alien residents, and stateless persons, together with means of transport, entering or leaving the country with correct and complete documents in accordance with regulations.
Management of entry into and exit from the Lao People’s Democratic Republic refers to the facilitation, control, monitoring, and inspection of journeys into and out of the Lao People’s Democratic Republic.
Article 3
Article 3 Management of Foreigners within the Lao People’s Democratic Republic
A foreigner means a person holding the nationality of another country, including alien residents and stateless persons, who enters the Lao People’s Democratic Republic formally or informally for visits, tourism, engagement in certain activities, and resides in the Lao People’s Democratic Republic for a limited period.
Management of foreigners within the Lao People’s Democratic Republic refers to the facilitation, monitoring, and inspection of activities of foreigners who enter for official duties, business, visits, tourism, or to work for a limited period and reside in the Lao People’s Democratic Republic.
