Article 1
Purpose. This Decision is formulated to provide tools for controlling the production of vegetables and fresh fruits in accordance with Good Agricultural Practice standards for environmental management, with the aim of protecting and maintaining the ecological environment both within and outside agricultural production sites.
Article 2
Good Agricultural Practice Standards for Environmental Management. The Good Agricultural Practice standards for environmental management of the Lao People's Democratic Republic are formulated based on the ASEAN Good Agricultural Practice standards, covering the various regulations that producers and operators must implement to protect and maintain the ecological environment both inside and outside the production site.
Article 3
Term Interpretation. The terms used in this Decision have the following meanings: 1. Standard: refers to provisions on specific quality characteristics of products, goods, services, processes, the environment, and other matters related to quality; 2. Good Agricultural Practice (GAP): refers to the adoption of appropriate methods to prevent or mitigate the risk of hazards that may occur during production, harvesting, and post-harvest handling; 3. Infrastructure: refers to construction sites, buildings, production sites, storage, processing, and product packaging areas; 4. Chemicals: refer to fertilizers, pesticides, hormones, surface coatings, and soil improvement minerals; 5. Other Chemicals: refer to fuel, lubricating oil, and other items; 6. Soil Nutrients: refer to various minerals such as iron, manganese, boron (B), and humus; 7. Competent Authority: refers to a state agency or private organization recognized as having the power to establish or review standards and to organize the implementation of regulations and policies. For example: the competent authority for nutrients is the Department of Nutrients and Drugs, the Department of Crop Production; 8. Plant Variety: refers to seeds or plant parts used for planting; 9. Product Name: refers to the commercial name of the product; 10. User: refers to the person who actually applies fertilizers, pesticides, and chemicals; 11. Residual Waste: refers to materials generated from production inputs, such as fertilizer bags, plastic packaging of various chemicals, plastic bags, cardboard packaging, or pesticide containers, among others.
