Article 1
Purpose. This Agreement stipulates the principles and systems concerning the management of veterinary clinics, veterinary drugs, and veterinary medical device sales outlets, aiming to ensure the safety and fairness of consumers, animal owners, and operators, and to comply with the Law on Livestock and Veterinary Medicine and the technical standards promulgated by this department.
Article 2
Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. Veterinary Clinic means a premises licensed by the agriculture and forestry department to provide veterinary diagnostic and treatment services and registered as an enterprise in accordance with the law; 2. Veterinary Drug and Veterinary Medical Device Sales Store means a premises licensed to engage in the sale, import, and export of preventive drugs, veterinary therapeutic drugs, and veterinary medical devices, and registered as an enterprise in accordance with the law; 3. Animal Epidemic Prevention Vaccine means a vaccine-type drug administered to animals by injection or instillation to immunize them against a particular animal epidemic disease; 4. Animal Therapeutic Drug means a substance composed of a single substance or a mixture of multiple active and inactive ingredients, used to treat animal diseases, alleviate pain, repair pathological changes in the body, and restore or improve animal health; 5. Animal Tonic Drug means a substance composed of a single substance or a mixture of multiple active and inactive ingredients, used to enhance, strengthen, and nourish, making the animal body healthy and robust; 6. Veterinary Medical Device means various instruments used in veterinary services, such as animal surgical instruments, knives, injection needles, etc.; 7. Animal Holding Pen means a premises constructed for housing sick or healthy animals to observe their symptoms; 8. Animal Owner means any individual or organization that legally owns an animal in accordance with the Law on Livestock and Veterinary Medicine; 9. Licensee means the owner of a business authorized to provide veterinary diagnostic and treatment services, sell preventive drugs, animal therapeutic drugs, and veterinary medical devices; 10. Practitioner means a person who holds a professional practice license in veterinary medicine issued by the agriculture and forestry department and engages in providing veterinary diagnostic and treatment services, selling preventive drugs, animal therapeutic drugs, and veterinary medical devices; 11. Veterinarian (Diagnostic and Treatment Personnel) means a professional who holds a diploma in veterinary medicine, is licensed to practice by the agriculture and forestry department, and actually engages in animal diagnosis and treatment work; 12. Assistant means a person employed to assist in veterinary diagnostic and treatment services, the sale of preventive drugs, animal therapeutic drugs, and veterinary medical devices; 13. Licensing Authority means the Department of Livestock and Fisheries and the provincial and municipal agriculture and forestry offices.
Article 3
Scope of application. This Agreement applies to relevant individuals, legal entities, and organizations engaged in operating veterinary clinics and shops selling veterinary drugs and veterinary medical devices within the territory of the Lao People's Democratic Republic, but does not cover the activities of folk traditional veterinarians.
