Article 1
Article 1. Purpose (Amended)
This Law prescribes principles, regulations, and measures concerning the organization, activities, management, and inspection of standardization and technical regulation work, applicable to products, goods, services, processes, and the environment, aiming to promote, facilitate, and ensure production, services, socio-economic activities, and environmental protection work, so that the aforementioned work achieves quality, efficiency, fairness, protects the legitimate rights, interests, and safety of consumers, and is capable of regional and international integration, contributing to national development.
Article 2
Article 2 Standard (Amendment)
Standard means specific characteristics of products, goods, services, processes, environments, and other matters related to standards, used for evaluating, classifying, and grading the quality of the aforementioned items, and determined and recognized by a standardization body on the basis of consensus.
Article 3
Article 3: Interpretation of Terms (Amended)
The terms used in this Law shall have the following meanings:
1. International standard means a standard recognized by an international standardization body and accessible to the public;
2. Regional standard means a standard recognized by a regional standardization body and accessible to the public;
3. Foreign standard means a national standard recognized in a given country and accessible to the public;
4. Standard mark means a product certification mark, management system certification mark, or conformity assessment mark determined by the Ministry of Science and Technology or other authorized bodies;
5. Standardization work means activities in the process of developing, publishing, and implementing standards, as well as other activities related to standards;
6. Process means stages of production, construction, service, environment, and other work activities;
7. Certification means the formal recognition procedure conducted by authorized bodies in various sectors regarding conformity with standards and technical regulations in terms of quality;
8. Product certification means the formal recognition procedure conducted by authorized bodies in various sectors regarding conformity of products and goods with standards in terms of quality;
9. Management system certification means the formal recognition conducted by authorized bodies in various sectors regarding conformity of quality management systems, environmental management systems, or other management systems with national or international standards;
10. Certification certificate means a document of recognition for products, goods, services, environment, systems, conformity, and other certifications, such as product certification certificates, system certification certificates, and conformity certification certificates;
11. Conformity assessment means a work activity directly or indirectly related to the evaluation of implementation of standards, technical regulations, and relevant laws;
12. Goods means items intended for exchange and sale;
13. Product means an item produced or processed;
14. Third party means a recognized individual, legal person, or organization independent of the supplier and consumer;
15. Supplier means a producer, wholesaler, seller, or service provider;
16. Consumer means a buyer or user.
