Article 1

Purpose. This Agreement establishes the principles, procedures, and measures for the registration and marking of livestock within the Lao People's Democratic Republic, with the aim of clearly collecting livestock statistics, creating conditions for herd management and regulation, protecting the legitimate rights and interests of livestock farmers, and facilitating the tracking and inspection of activities such as the transfer, sale, exchange, domestic movement, and export of livestock ownership, ensuring compliance with laws and regulations.

Article 2

Livestock Registration and Marking. The registration and marking of livestock under this Agreement, as stipulated in Article 4, Paragraph 2 of the Law on Livestock and Veterinary Medicine, refers to the collection of livestock history and data, such as: species, breed, age, sex, coat color, individual identification number marks, dentition, physical characteristics, special markings of the livestock, etc., and also constitutes confirmation of the ownership rights of the livestock owner.

Article 3

Interpretation of terms. The terms used in this Agreement have the following meanings: 1. Livestock registration certificate: refers to an official document used to confirm the authenticity of livestock, issued to the livestock owner to manage livestock and protect the legitimate rights and interests of livestock owners within the Lao People's Democratic Republic, issued by the district or city agriculture and forestry office; 2. Breeding livestock: refers to livestock selected as breeding males or breeding females for improvement and multiplication, managed by the central livestock registration and marking management agency; 3. Livestock marking: refers to marks or identifiers with specific characteristics prescribed by the Department of Livestock and Fisheries, including ear tags, paint markings on the livestock's body surface, branding with a hot iron on the livestock's body surface, or other methods; 4. Law on Livestock and Veterinary Medicine: refers to the Law on Livestock and Veterinary Medicine No. 03/NA dated July 25, 2008.
