Article 1
Purpose. This Decision establishes principles, regulations, standards, and measures for the management and inspection of activities related to fertilizers within the Lao People’s Democratic Republic, in order to comply with laws and regulations as well as agreements and international treaties to which the Lao People’s Democratic Republic is a party, aiming to protect the interests of users, safeguard the health of humans, animals, and plants, and protect the environment.
Article 2
Fertilizer Management. Fertilizer management refers to the determination of standards for various types and varieties of fertilizers, and the regulation of activities such as packaging, labeling, advertising, use, control, removal (destruction), and trading of fertilizers, to ensure compliance with technical principles and the laws and regulations of the Lao People's Democratic Republic.
