Articles
Article 1
Assign the Departments of Agriculture and Forestry of provinces and the capital to direct the crop production sectors, international plant quarantine checkpoints, district agriculture and forestry offices, regular checkpoints, and district crop production task forces to strictly manage and inspect the import of fertilizers, plant seeds and seedlings, and plant pest control substances (especially herbicides) from abroad entering the region, in accordance with technical procedures and relevant regulations, and to coordinate with relevant sectors such as industry and trade, customs, public security, and local administrative authorities at all levels.
Article 2
It is not permitted for development projects, state sectors, enterprise sectors, and domestic and foreign operators to import fertilizers, plant seeds and seedlings, and plant pest control substances, especially herbicides, that have not been professionally registered in accordance with the laws of the Lao People's Democratic Republic.
Article 3
The Department of Cultivation is tasked with compiling a list of fertilizers, plant seeds, and plant pest control drugs that have been properly registered in accordance with the laws of the Lao People's Democratic Republic, as well as a list of plant pest control drugs that have been discontinued in the Lao People's Democratic Republic, and sending them to the provincial and capital Agriculture and Forestry Offices, so as to promptly notify provincial cultivation departments, district cultivation business groups, and international plant quarantine checkpoints within January each year. If registration is completed after the list has been sent, the Department of Cultivation shall promptly and comprehensively distribute notifications directly to management agencies at all levels.
