Articles
Article 1
Purpose. This decree stipulates the principles and regulations for the establishment, management, service, use, and inspection of activities of the fund for drug control, prevention and combating, in order to mobilize funds from all sectors of society, both domestically and internationally, to serve the work of inspection and control of drugs, including treatment, health rehabilitation, and initial vocational training for drug addicts, aiming to make Lao society free from drugs, the multi-ethnic people of Laos healthy and strong, and contribute as a vital force in protecting and building the development of the country.
Article 2
Fund for Drug Control (Control, Interdiction, and Suppression of Drugs). The Fund for Drug Control, Interdiction, and Suppression is an organization established by the Government of the Lao People's Democratic Republic to implement and enforce the Drug Law, with the function of raising funds and managing the income and expenditure of the fund in a transparent and efficient manner. The Central Fund for Drug Control, Interdiction, and Suppression, abbreviated as "ທຄສ (Central Drug Fund)," is established under the management of the National Drug Inspection and Control Committee; at the local level, provincial and municipal funds for drug control, interdiction, and suppression, abbreviated as "ທຄສຂ (Provincial Drug Fund)," are established under the management of the provincial and municipal National Drug Inspection and Control Committees, and operate in accordance with this Decree and the legal system of the Lao People's Democratic Republic.
Article 3
Principles of Fund Management. The implementation of the Fund shall follow the following principles: — Ensuring regular tracking, inspection, summary, evaluation, and reporting according to the budget year; — Ensuring transparency in the management and use of the Fund, so as to achieve its objectives and high efficiency.
