Article 1
Article 1 Purpose
This Law stipulates the principles, systems, measures, and organization regarding the leadership, mobilization, command, management, monitoring, and inspection of national security protection work, in order to enhance the effectiveness of the duties of forces performing national security protection, and to make this work a shared responsibility of all Lao people in a strong, resolute, and mass-based manner in the areas of political security defense and social order, aiming to ensure the stability and security of the nation, enabling it to integrate with the region and the international community, and to participate in the construction and development of the national economy, culture, and society.
Article 2
Article 2. National Security Protection Work
National security refers to the political sphere possessing firm stability, society having order, safety, and justice, and the economy continuously expanding and growing robustly.
National security protection work refers to organizing, mobilizing, leading, commanding, managing, inspecting, and employing the strategies, tactics, and strategic art of the people’s armed forces to prevent and counter all schemes and intrigues of harmful individuals and groups.
Article 3
Article 3: Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Threat to national security refers to various factors, whether within or outside the territory of the Lao People’s Democratic Republic, that create conditions posing risks to political security and social order;
2. Security protection targets refer to the political system, independence, sovereignty, territorial integrity of the Lao People’s Democratic Republic, the national policies and guidelines, leading and guiding organs, national leaders at the central and local levels, distinguished foreign guests, economic, cultural-social infrastructure, life, health, property, the rights and legitimate interests of the State, as well as the rights and legitimate interests of Lao citizens, foreign residents, foreigners, and stateless persons living within the territory of the Lao People’s Democratic Republic;
3. State of emergency refers to a situation or circumstance that occurs unexpectedly, is unforeseeable, leads to insecurity, and requires rapid concentration to suppress and urgently address in order to immediately cease such situation;
4. People’s armed forces refer to the defense forces and the security protection forces;
5. Defense-Security Protection Committee refers to an organization responsible for leading defense and security protection work, established at the central, provincial, and municipal levels, composed of a Chairperson and members from other relevant sectors.
