Articles

Article 1

Article 2

Provincial and Capital Agriculture and Forestry Departments shall take the lead in dispatching personnel to rural areas to promote and assist the people, focusing on the following urgent matters:
— For areas unaffected by disasters where production proceeds normally, emphasis shall be placed on field management and prevention of pest and disease damage, while also ensuring timely harvesting, bundling of rice stalks, and threshing.
— For areas affected by drought and rainy season floods, where transplanting has been delayed and production recovery is slow, special attention shall be given to crop field management, strengthening intertillage, fertilization, and water retention in rice fields (especially in water-scarce areas), and mobilizing people to dig ponds or construct canals on an appropriate scale to store rainwater for emergency use; at the same time, irrigation systems shall be inspected and repaired to keep them in a state of readiness for timely use when needed.
This year's rainy season has abnormal weather, so close attention shall be paid to early warning notifications of meteorological changes to prepare for timely responses to possible disasters.
