Articles

Article 1

Assigning ministries, government agencies, and local administrative authorities at all levels to strengthen the inspection, interception, and handling of illegal importation and improper use of vehicles within their respective ministries, agencies, and jurisdictions. Upon discovery of any case of illegally imported vehicles, whether inside or outside checkpoints, or occurring in any form, the relevant individuals and legal persons shall be strictly dealt with in accordance with laws and regulations. For relevant state officials and responsible officers, they shall also be dealt with in accordance with laws and regulations, and various disciplinary measures shall be strictly applied in accordance with the civil service system.

Article 2

Revoke and cease the activities of the committees established at central and local levels for handling illegally imported vehicles, and simultaneously compile a list of illegally imported vehicles that have been processed and those not yet processed, and transfer it to the Ministry of Finance for continued processing in accordance with laws and regulations.

Article 3

Assign the central and local relevant departments to seriously conduct inspections of vehicles entering the Lao People's Democratic Republic, particularly: vehicles paying 1% customs duty; temporarily imported vehicles; vehicles with trial license plates; vehicles imported under Decree No. 71/ນຍ dated May 28, 2002; vehicles imported with customs duty exemption under various project contracts; and vehicles imported in other forms benefiting from national customs duty reduction policies. Upon discovering any violations of laws and regulations, such as illegal sale, illegal registration, illegal transfer to individuals or legal entities, and illegal use or deviation from the intended purpose, strict enforcement measures must be taken in accordance with laws and regulations.
