To strengthen the understanding of commodity-price management in our country, to enable the effective organization and implementation of this work, and to institutionalize the aforementioned work, gradually incorporating it into the regulations issued by the state, with the aim of protecting the tripartite interests of the parties entitled to benefits, namely: the interests of business operators, consumers, and the state, to ensure fairness in prices, quantities, and commodity quality for the entire society, especially the state-managed 30 types of commodities under management, such as: fuel, steel, [incomplete], rice, sugar, fish, etc. The intention is to encourage and promote the expansion of domestic production on a compliant basis, protect consumers' legitimate rights and interests in accessing commodity information (especially for managed commodities affecting people's livelihoods), and make their income figures more transparent and closer to reality.
The Minister of Industry and Commerce hereby issues the following directive:

Article 2

(This clause continues from the above) Cooperate with relevant departments as deemed appropriate by the circumstances, while jointly studying and seeking guidance from the Provincial Governor and the Mayor of the Capital, and when necessary, conduct follow-ups, inspections, and on-site collection of information on commodity-price conditions, in a close and regular manner, in order to urge and promote traders to enhance their self-awareness and ensure their compliance with the regulations and laws stipulated by the Lao People's Democratic Republic in each period.

Article 3

Provincial and capital city Departments of Industry and Commerce must attach great importance, cooperate with district-level Industry and Commerce Offices, and implement the following through close, regular, and continuous follow-up inspections in disseminating information on commodity-price management:
— [Preceding text incomplete] Ensure that every shop/outlet, commodity consignment point, etc., clearly displays prices in Kip; if prices are displayed in foreign currency, this is limited to shops/outlets specially licensed by relevant state authorities.
— Clearly display prices on shop/premises for commodities subject to state management and licensed each time, such as: fuel, steel, rice, fish, so that consumers can see at a glance, facilitating purchase and sale.
— Guiding and disseminating information at each stage must be conducted in writing, and clearly signed by both the designated officer and the business owner to avoid evasion and mutual blame-shifting; as in the past.
— In local markets, cooperate with and encourage market management to proactively conduct dissemination, publish various regulations, at least 2 times per [week/month], so that traders understand and voluntarily comply with the laws and regulations promulgated by the state; at the same time, market management must proactively cooperate with government departments to supervise, promote, and follow up on actual implementation to achieve good results.
