Article 1
All levels must assign cadres from their respective departments to closely monitor the actual prices of goods in shops and general markets, conducting daily surveillance; and coordinate with market management, tax authorities, economic police, and relevant administrative bodies to promptly grasp information on goods supply, prices, demand forecasts, and daily sales, maintaining close follow-up.
Article 2
For the thirty (30) items under state control, prior approval from the state (Ministry of Industry and Trade, provincial and municipal Departments of Industry and Trade) must be obtained before any price increase; at the same time, market management departments are assigned to mobilize merchants to pay attention to the implementation of commodity price labeling, so that the prices of goods placed on sale are regulated, clearly marked, and universally applied.
Article 3
All companies, shops, and factories, whether state-owned or private, including the people engaged in production, must continuously supply existing goods to the market without interruption, especially foodstuffs and daily consumer goods, which must be supplied normally as usual.
