Article 1
Article 1: Purpose
This Law prescribes the principles, regulations, and measures for the management and inspection of metrological work, to ensure that such work is carried out uniformly, accurately, clearly, and in keeping with the times, to protect the legitimate rights and interests of operators and users, to create favorable conditions, to serve activities such as production, services, exchange, and trade, to ensure public safety and social justice, to participate in environmental protection, and to promote national economic and social development.
Article 2
Article 2 (Amended): Measurement
Measurement refers to the activity of determining the value of characteristics, specifications, or quantities of items requiring calculation or knowledge, using measurement standards, measuring instruments, and measuring devices that conform to standards, and must be carried out in accordance with the provisions of Article 10 of this Law.
Article 3
Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. International System of Units means the system of measurement units recognized by relevant international organizations;
2. Measuring instrument means an instrument used for carrying out measurement, consisting of a main instrument or used in conjunction with other auxiliary devices, such as electricity meters, ammeters, water meters, weighing instruments, and leveling rods (instruments used for measuring levels);
3. Prototype of measuring instruments and devices means measuring instruments and devices made as samples, used to inspect and confirm their accuracy before being put into production;
4. Calibration means the activity of verifying the permissible error of a measurement standard by continuous comparison with a relevant measurement standard of higher quality or accuracy that can establish traceability to national or international standards;
5. Verification means the activity of inspecting the accuracy of measuring instruments and devices by comparison with a relevant measurement standard of lower quality or accuracy;
6. Re-verification means the re-verification of measuring instruments and devices that have been produced and are in use, to confirm their consistency with measurement standards;
7. Packaging container means materials used for containing an item, such as boxes, cans, jars, glass bottles, and plastic bottles;
8. Prepackaged goods means products packaged in a packaging container or by some means before wholesale or retail;
9. Net quantity means the actual weight or volume of a product or goods before being placed into a packaging container;
10. Labeled quantity means the weight or volume determined or estimated, which may differ from the net quantity;
11. Re-verification mark means a symbol used on measuring instruments and devices to confirm that they have been inspected and are accurate and correct;
12. Seal symbol affixed to a measuring device means a symbol that protects the measuring device, preventing alteration, modification, disassembly of any part, or damage;
13. Legal metrology means measurement carried out in accordance with procedures established by laws, regulations, administrative provisions, and technical provisions;
14. Competent institution means an institution with verification capability and recognized by international metrology organizations, such as the International Laboratory Accreditation Cooperation (ILAC) and International Laboratory Accreditation Organizations.
