Article 1
The list of goods notified under this Order refers to products manufactured domestically, whose specifications, dimensions, quality, price, and quantity can fully meet market and consumer demands, mainly including: iron wire (wire rod), section steel, roofing tiles, ridge tiles (roof ridge tiles), asbestos cement sheets, PVC pipes, various types of cement, and liquid detergent (dishwashing liquid). Article 2
Assign the Departments of Commerce of all provinces, capitals, and special zones nationwide to guide and direct enterprise groups and companies, including public and private ones, to be informed and to formulate plans and sign commitments, undertaking the responsibility of distributing the above-mentioned commodities produced in our country.
Article 3
Any company or individual business operator intending to import from abroad any goods listed in this directive, which are identical in type, size, and quality to domestically produced goods, for resale, supply to a construction project, or in cases where factory production has not yet caught up while market demand remains strong, must be reported by the relevant provincial commercial office to the Ministry of Commerce for review; import may proceed only if deemed necessary.
