Article 1
The declared goods are products manufactured within the country, and their standards, specifications, quality, prices, and quantities can meet market demand, such as: cement, galvanized steel sheets (iron sheets), sugar, palm oil, etc. (details are provided in the list of goods within the specifications, standards, and capacity of the manufacturers, attached to Document No. 1272/PN, dated December 2000).
Article 2
Assign the Departments of Commerce and Tourism of provinces, capitals, and special zones to provide guidance and implementation nationwide, so that the responsible persons of companies and enterprises (including state-owned and private) are informed, and to formulate plans and commitments to purchase and sell the above-mentioned commodities produced domestically, and to bring them to market for sale.
Article 3
Any company or legal entity intending to import, or after import to sell generally on the market, goods required for service projects, if such goods are of the same type, specifications, and quality; or if domestic manufacturers are not yet capable of production and market demand is high, must be reported by the commercial offices of the provinces, capital, and special zones to the Ministry of Commerce and Tourism for review and study, and approval shall be granted only when deemed necessary.
