Articles

Article 1

It is assigned to coordinate and cooperate with other relevant sectors such as agriculture, to jointly study and report to the provincial governors and mayors of capital cities, conducting field data collection, tracking, and inspection of wholesale price fluctuations, so as to determine appropriate prices each time a price change occurs.

Article 2

To ensure that wholesale/retail prices form a system and are reasonably established in accordance with market mechanisms within the market; the determination of wholesale/retail prices at each stage shall be led by the industry and trade sector in calculation, in coordination with other relevant industry sectors, based on the conditions and price structure of each stage (accompanied by a sample price calculation document), using the actual data of each province as the calculation basis.

Article 3

To ensure that the calculation of wholesale/retail prices is systematic and conforms to actual market mechanisms in each period, the determination of wholesale prices at each stage, whether the wholesale is calculated by weight of 100 kilograms, 90 kilograms, or 80 kilograms, shall be carried out in accordance with the following provisions:
- Origin stage price: Losses shall not exceed 2%; profit shall not exceed 3.5% of the cost price, to determine the wholesale price for farm output.
- Wholesale stage price: Profit shall not exceed 2% of the cost, to determine the total wholesale price for sales to market retailers.
- Retail stage price: Profit shall not exceed 3% of the cost, to determine the total wholesale price for retail sales to consumers. If the commodity categories have been subdivided, prices will vary depending on the type of commodity and shall be priced according to the proportion of each component (see attached Table 4 for examples of calculation of wholesale commodity prices and their components, Vientiane City commodity prices).
