For staple food items such as beef, pork, chicken, and fish meat, management shall be conducted in accordance with the market economy mechanism of each period; management must be implemented simultaneously at both the procurement and sales stages, particularly at the wholesaler and retailer (lukxieng) levels, and shall be based on a clear price structure.

Collaboration with other relevant departments, particularly agriculture, finance, and economic police, shall be undertaken to jointly study and, upon request to the Provincial Governor, track, inspect, and collect price information and other related information on cattle, pigs, chickens, and fish produced at various stages within the province (breeding, wholesale, retail).
