Articles
Article 1
All provinces nationwide must resolutely stop the acts of illegally mining, purchasing, collecting, transporting, and selling prohibited timber species, especially rosewood, for export abroad; at the same time, all ministries, government agencies, and local authorities at all levels are ordered to effectively implement Prime Minister's Order No. 17/ນຍ dated September 22, 2008, and the Forestry Law.
Article 2
Provincial authorities are instructed to establish special committees, in conjunction with grassroots political construction teams, to conduct ideological education among the people, cadres, soldiers, police, and timber business operators, enabling them to correctly understand the government's policies on forest management and protection, and to unite and proactively protect forest resources for long-term sustainability. Target areas requiring priority attention are the Thailand-Lao and Lao-Vietnam border zones, particularly in central and southern provinces, especially Bolikhamxay Province (Khamkeut District), Khammouane Province, Savannakhet Province, Saravane Province, Sekong Province, and Attapeu Province.
Article 3
The Ministry of Agriculture and Forestry is hereby instructed to coordinate with the public security and national defense authorities to effectively strengthen inspections of timber along all roads, such as National Highways Nos. 8, 9, 12, 15, and 18, the Laos-China border, and other locations where illegal transportation, concealment, or transfer of the aforementioned timber may occur. Key checkpoints shall be the roads leading to the Pha Phong and Kao Jiao areas in Kham District, Bolikhamxay Province. Upon detection, the competent officials have the authority to seize the timber and refer the matter to forestry law enforcement officers for strict handling in accordance with the Forestry Law. At the same time, strict tracking and inspection of all types of goods exported through various entry and exit ports must be carried out to prevent the illegal concealment and export of timber.
