Articles

Article 1

Order the withdrawal of all state civil servants from the provincial and capital Departments of Industry and Commerce and from the district, municipal, and town Industry and Commerce Offices, and the dismantling of all forms of goods inspection checkpoints, posts, or inspection points; except where laws, regulations, or specific provisions of the Government or the Ministry of Industry and Commerce require separate handling.

Abolish the establishment of all permanent cargo inspection checkpoints, posts, or inspection points.

Article 3

(During the period before the promulgation and implementation of the Commercial Inspection Decree) Emphasis should be placed on organizing and conducting specialized commodity inspections, based on reliable intelligence sources (following leads) to achieve high efficiency, for inspecting the circulation of goods within the territory that violates laws and regulations, particularly those in the field of industry and commerce; during such specialized inspections, law enforcement personnel responsible for commodity inspection may, at any location, any checkpoint, and any time, intercept and inspect suspicious targets for which credible intelligence of violations exists.
