Instruction on Supporting, Promoting, Managing, and Inspecting the Operations of Cigarette (Tobacco) Manufacturing Plants (Ministry of Industry and Commerce, No. 2044/IC, Issued October 13, 2010)

Article 1

To support, promote, and facilitate cigarette manufacturing factories in carrying out tobacco cultivation, processing, and tobacco product production activities to meet social needs, assist people in poverty alleviation in accordance with government policies and the industrial-trade development strategy; to manage, monitor, and inspect each tobacco manufacturing factory to ensure lawful operation in compliance with technical standards and production conditions (such as factory location, production premises, machinery and production processes, safety, hygiene, and factory environment), ensuring factory operations conform to relevant processing industry regulations and related laws and legislation, the Minister of Industry and Commerce hereby issues this Directive as follows.
