Articles

Article 1

Purpose. This Decree stipulates the principles, regulations, and measures for managing information via the internet in order to safeguard national security, social peace and order, aiming to protect the dignity and legitimate rights and interests of service providers and service users, and to enable society to participate jointly in the cause of defending and building the nation.

Article 2

Managing Information via the Internet. Managing information via the Internet refers to the tracking, inspection, and monitoring of activities involving the use of information through the Internet, as well as the suppression of the use of network information that is harmful to society and national security.

Article 3

Definition of Terms. The terms used in this decree have the following meanings: 1. Information means content presented in the form of numbers, text, moving images, still images, sound, video, etc.; 2. Social Media means forms of communication and dissemination of information via the internet, through which individuals can generally present, share, receive, forward, and comment on information content, such as Facebook, Twitter, YouTube, etc.; 3. Web Page means an electronic bulletin board presenting content via the internet in the form of symbols, numbers, text, moving images, still images, video, sound, and other forms; 4. Website means an information system constructed from one or more web pages; 5. Personal Account on Social Media means a web page created through social media, with the registrant or organization as the owner of that web page, who manages its information content themselves, for example: www.facebook.com, etc.; 6. Internet Service Provider means a service provider that provides internet access connections to service users, enabling them to access the internet; 7. Website Administrator means a person who has legitimate system authority to create, modify, improve, and delete the technical system and content of a website; 8. Information Use Security means the protection of information and information systems from unauthorized connection, use, destruction, and forgery; 9. Internet Service User means an individual who accesses the internet in various forms to read, write, send, and share internet information.
