Articles
Article 1
Purpose. This Agreement establishes the principle-based system for collecting membership fees and credit information service fees, serving as the basis for uniform implementation by commercial banks and financial institutions that are members of the Credit Information Center (CIC).
Article 2
Membership Fee, Maintenance Fee, and Service Fee.
2.1 Membership Fee: Commercial banks and financial institutions that become members of the Credit Information Center must pay a membership fee of 5,000,000 Kip (Five Million Kip exactly) within 7 days after receiving approval for membership from the Bank of the Lao People's Democratic Republic.
2.2 Maintenance Fee: Members of the Credit Information Center must pay an annual maintenance fee to the Bank of the Lao People's Democratic Republic of 2,000,000 Kip (Two Million Kip exactly) per year.
2.3 Credit Information Service Fee
2.3.1 Members of the Credit Information Center must pay the credit information service fee according to the following rates:
— For inquiring into the credit information of a client whose information already exists in the system, a service fee of 50,000 Kip (Fifty Thousand Kip exactly) shall be paid per transaction.
— For inquiring into a client's credit information where the client's information is not found in the system, a service fee of 20,000 Kip (Twenty Thousand Kip exactly) shall be paid per transaction.
2.3.2 For natural persons or legal entities that are not members of the Credit Information Center and require the Credit Information Center to provide information on their own credit transaction records or to certify their own debt status, the service fee shall be paid according to the following rates:
— Natural person: A service fee of 50,000 Kip (Fifty Thousand Kip exactly) shall be paid per transaction.
— Legal entity: A service fee of 100,000 Kip (One Hundred Thousand Kip exactly) shall be paid per transaction.
2.3.3 For natural persons or legal entities that are not members of the Credit Information Center and need to inquire into the credit information of another person (natural person or legal entity), the service fee shall be paid according to the following rates:
— Natural person: A service fee of 80,000 Kip (Eighty Thousand Kip exactly) shall be paid per transaction.
— Legal entity: A service fee of 150,000 Kip (One Hundred Fifty Thousand Kip exactly) shall be paid per transaction.
Article 3
Payment of Maintenance Fees and Service Fees.
3.1 Members of the Credit Information Center shall pay an annual maintenance fee no later than 15 January of each year, by transferring the amount to the account of the Bank of the Lao People's Democratic Republic.
3.2 Members of the Credit Information Center shall pay a monthly service fee no later than the 5th day of the following month.
If the payment deadline specified in Articles 3.1 and 3.2 of this Agreement is exceeded, the Credit Information Center shall deduct the amount from the member's current account held at the Bank of the Lao People's Democratic Republic and subsequently notify the member thereof.
