Summary

Article 1
Article 1. Purpose
This Law prescribes principles, rules, and measures for the management and supervision of proceedings in administrative and judicial procedures concerning juvenile cases, in order to ensure their correctness and fairness, thereby protecting the rights and interests of juveniles, with a view to educating and rehabilitating, assisting juveniles to respect and comply with the law, limiting and curbing unlawful acts of juveniles, ensuring social peace and order, and creating conditions for juveniles to achieve spiritual recovery and correction, enabling them to reintegrate into society and participate in the defense and development of the nation.

Article 2. Juvenile Case Proceedings
A juvenile case refers to an act or omission (negligence) of a juvenile that causes harm to the political, economic, or social system of the Lao People's Democratic Republic, to the property rights of the State, collectives, or individuals, to the life, health, honor, rights, or freedoms of citizens, or to national security or public order, which constitutes an act specified in the Penal Law and other laws of the Lao People's Democratic Republic that determines criminal penalties and civil liability involving juveniles.
Juvenile case proceedings refer to the activities of the village-level juvenile case mediation group, the district (municipality), city judicial office, the juvenile case investigation agency, the juvenile prosecution agency, the juvenile court, the juvenile trial division, and other participants, aimed at educating and rehabilitating, promptly, completely, comprehensively, and objectively ascertaining unlawful acts, conducting proceedings against unlawful juveniles in accordance with the law, ensuring the correct and fair implementation of the law, including activities for correcting and handling juvenile cases in administrative matters.
