Article 1
Purpose. This Agreement aims to establish standards for steel processing industry factories, primarily focusing on aspects such as factory site selection, production buildings, machinery and equipment, production processes, technical expertise, safety, hygiene, and factory environment, in order to establish correct guidelines for factory management, ensuring compliance with the Processing Industry Law and relevant laws and regulations; while also ensuring orderly, standardized, and effective factory operations, and promoting and facilitating factory products to achieve good quality and standards.
Article 2
Definition of Steel Processing Industry Factories. Steel processing industry factories fall under the category of factories specified in Article 9, Items 14 and 15 of the Law on Processing Industries. They refer to factories that use scrap steel, steel ingots, scrap iron, etc., as input materials, undergo processing procedures to transform their original form into steel products, produce goods within the factory using machinery and labor, and the resulting products can be sold as commodities. The aforementioned factories are classified under International Standard Industrial Classification (ISIC) codes 2410, 2431, 2811, 2512, 2591, 2592, 2593, and 2599.
Article 3
Scope of Application. This Agreement applies to the regulation, management, and promotion of the business operations of all types and scales of steel processing industrial factories throughout the country, in accordance with Article 10 of the Law on Processing Industry.
