Articles
Article 1
Purpose and Scope. This Agreement aims to determine, monitor, and establish air standards for emissions into the atmosphere from the production and operation processes of processing industry factories, so as to ensure no impact on the environment and society.
Article 2
Definition of Terms. Air Pollutant: refers to various types of exhaust gases and a state of air quality pollution that adversely affects health and the environment, such as impacts on the respiratory system, cardiovascular and cerebrovascular systems, nervous system, lung cancer, eye diseases, climate change or causing global warming, acid rain, etc. Exhaust Gas: refers to various chemical gases generated from the operational activities of processing industrial plants that affect the environment and health, such as dust, antimony (Sb), lead (Pb), copper (Cu), zinc (Zn), barium (Ba), chlorine gas (Cl), hydrogen chloride (HCl), sulfuric acid (H₂SO₄), hydrogen sulfide (H₂S), sulfur dioxide (SO₂), carbon monoxide (CO), nitrogen oxides (NOₓ), xylene, cresol, etc. Fuel Oil or Fuel: refers to raw materials used as fuel to generate heat energy, hot gases, etc., through combustion. Coal: refers to raw materials obtained from nature, used as fuel to generate heat energy, hot gases, etc., through combustion. Solid Waste: refers to raw materials derived from agricultural and industrial production outputs, such as waste tires, firewood, wood chips, rice husks, sawdust, bagasse, coconut shells, etc., used as fuel to generate heat energy, hot gases, etc., through combustion. Waste Gas: refers to gases derived from natural sources and processing activities, such as various wastes from factories (especially industrial liquid waste), waste derived from animals, humans, and other substances, used as fuel to generate heat energy, hot gases, etc., through combustion. Other Fuels: refers to other raw materials used as fuel beyond those listed in this Agreement. Closed Incinerator: refers to a technology or process designed to control the amount of exhaust gas emitted into the environment during fuel combustion, such as cement kiln incineration, etc. Open Incinerator: refers to a technology or process not designed and lacking control over the amount of exhaust gas emitted into the environment during fuel combustion, such as lime burning, cupola-type metal smelting, etc. Treatment System: refers to a technology or process for filtering and capturing exhaust gases before discharge outside the processing industrial plant.
