Articles
Article 1
Purpose. This Agreement establishes principles, technical regulations, and measures to manage and promote products manufactured through production lines of processing industry factories of all types, kinds, and scales, to achieve a certain level of standards within the territory of the Lao People’s Democratic Republic, thereby protecting the legitimate rights and interests of producers and consumers.
Article 2
Definitions of Terms.
1. Product: Refers to the result obtained from the production process of a processing industrial factory, in a finished form and ready for consumption or use as needed.
2. Product Standard: Refers to prescriptive provisions concerning one or more of the following matters:
2.1. Type, style, shape, dimensions, manufacture, components, quality, grade, constituent parts, performance, durability, robustness, and safety of the product;
2.2. Methods of manufacture, design methods, drawing methods, usage methods, raw materials used for manufacturing the product, and safety related to product production;
2.3. Type, style, shape, dimensions of packaging containers or other receptacles, including the manufacture, packaging methods, sealing, or binding of packaging containers or other receptacles;
2.4. Testing methods, analysis methods, comparison methods, inspection methods, examination methods, weighing methods, and measurement methods related to the product;
2.5. Specialized terms, abbreviations, symbols, marks, media, codes, and units of measurement used in the professional field related to the product;
2.6. Other matters related to the product as prescribed in ministerial announcements or other directive orders.
3. Technical Regulation: Refers to provisions on the level, scope, and specific characteristics of industrial product technology, specifying: quality; operation; safety; hygiene; health; legitimate rights and interests of consumers; environmental protection; national interests and security.
4. Quality: Refers to the prominent characteristics, essential features, or defined capability limits of an industrial product, capable of meeting a specific consumer need through operational processes in accordance with required specifications.
5. Conformity: Refers to the compliance of industrial product quality with specified technical conditions or conformity with prescribed standards.
6. Certification: Refers to the process or steps undertaken for technical certification of products.
7. Certificate of Certification: Refers to a document confirming the technical status of a product produced in a factory within the Lao People’s Democratic Republic and having undergone the certification process.
8. Ministry: Refers to the Ministry of Industry and Commerce.
9. Factory: Refers to a processing industrial factory.
Article 3
Scope of Application. This agreement applies to the management, promotion, and development of industrial products of all types, all kinds, and all scales produced within the territory of the Lao People's Democratic Republic.
