Article 1

Purpose. Article 2

Definition of Terms. The meanings of the terms used in these regulations are as follows: — Refined fuel operator: refers to a natural person or legal entity engaged in the import business of refined fuel, a gas station, or a distribution agent for refined fuel. — Refined fuel: refers to premium gasoline, regular gasoline, diesel, etc. — Gas station or distribution agent: refers to a gas station belonging to a specific refined fuel company, which performs the function of providing fuel sales services to consumers, i.e., society. — Department of Industry and Commerce: refers to the Department of Industry and Commerce located in the province or capital.

Article 3

Basic Principles for Establishment and Operation of Retail Fuel Stations. Fuel is a strategic commodity subject to control, serving as a fundamental element for production, infrastructure construction, and the national economy. Therefore, the state must manage and regulate it based on market economy mechanisms. Consequently, the establishment and operation of retail fuel station businesses within the Lao People's Democratic Republic must strictly comply with this agreement and other relevant regulations and laws enacted in each period.
