Summary

Articles

Article 1

Purpose. The issuance of this Agreement aims to stipulate the principles, regulations, and measures for conducting the business of fuel import and wholesale service operations within the Lao People's Democratic Republic, in order to support and promote the conduct of competitive fuel business operations on a legal and compliant basis; simultaneously to restrict and take measures against violators and speculators, in order to protect the interests of the State, consumers, and operators; and to encourage fuel operators to effectively fulfill their social service responsibilities, participate in national development, and gradually improve the living standards of the people.

Article 2

Definition of Terms. The terms used in this Agreement are defined as follows: — Fuel business operations: refers to businesses involving fuel import and wholesale services; — Fuel operator: refers to a natural person or legal entity engaged in fuel import, fuel wholesale services, or fuel wholesale agency; — Fuel: refers to specialty gasoline, regular gasoline, diesel, and other oil products; — Gas station or wholesale agency: refers to a gas station providing fuel sales services to the public; — Storage system: refers to the fuel storage warehouse of the import operator… (supplying fuel to gas stations or distributors, equipped with specialized technical standards for storing fuel to be supplied); — Transport system: refers to the transport of fuel from the fuel storage warehouse to gas stations or distributors providing sales services to the public; — Trademark (mark): refers to the trademark mark registered by the fuel import company with the relevant authorities.

Article 3

Basic principles for the establishment and operation of fuel business. Fuel is a strategic commodity controlled by the State and a fundamental element of national production, infrastructure construction, and the overall economy, and therefore must be managed and regulated by the State on the basis of the market economy mechanism. Consequently, the establishment and operation of fuel-related businesses within the Lao People's Democratic Republic must strictly comply with this Agreement and other relevant laws and regulations promulgated in each phase.
