Purpose — The formulation of this Decision aims to provide a basis for state management agencies in studying, reviewing, and approving the use of loan funds by commercial entities as working capital for the procurement and storage of paddy reserves to intervene in prices and regulate the market, in line with government planning directions, thereby ensuring effective use of funds; its core lies in ensuring that loan disbursement, management, and fund utilization are aligned with objectives, preventing fund loss and damage. — It also aims to support paddy production, enabling expansion in both yield and quality, ensuring the stability of the people's staple food supply, and enabling paddy to become a commodity that can be gradually exported.

Target Level – To achieve the objectives and tangible results of the policy direction set by the government, ensure stability in the people's food rations, maintain reserves, and enable exports, thereby contributing to the gradual emergence of the country from underdevelopment.
Article 3
Scope of Application — This Decision applies to state management agencies, as well as to commercial units authorized to borrow government funds for the purpose of purchasing and storing rice reserves, intervening in prices, and regulating the market, as stipulated in Notification No. 1093/ຄລບ dated June 24, 2009.
