Articles

Article 1

Article 1 (Amended) Purpose of Legislation
This Law prescribes principles, regulations, and measures regarding the organization, operation, management, and inspection of postal work, aiming to ensure that postal work is of quality, convenient, rapid, secure, and delivered to the recipient, to guarantee the provision of postal services to society, to promote the extensive development of domestic and international postal services, and to contribute to the defense and development of the nation.

Article 2

Article 2 (Amended) Postal Services
Postal services refer to the services of collecting, delivering, and dispatching postal items, the printing and sale of postage stamps, mailbox and letter drop box services, the sale of postal products, the service of sending and receiving information and data by electronic means, and postal financial services.

Article 3

Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Postal item means mail, postal parcels, and logistics post items;
2. Mail means a category of postal item such as letters, postcards, documents, newspapers, magazines, printed matter, small articles, or other categories of items with a single item weight not exceeding two kilograms;
3. Postal parcel means a category of postal item with a single item weight exceeding two kilograms up to ten kilograms;
4. Logistics Post means a category of postal item that is large in size or of a special shape, with a single item weight exceeding ten kilograms up to two hundred kilograms;
5. Postage stamp means a card, mark, or sign having monetary value, used for affixing to mail and postal parcels as payment for postal services, and for collection;
6. Mailbag means a bag or box used for loading mail and postal parcels, which is tied, sealed, and marked with an official postal identification, for dispatch to the destination;
7. Postman means a person engaged in the work of delivering postal items;
8. Postal agent means an individual, legal entity, or organization acting as an agent of a postal service provider, engaged in certain services such as collecting and delivering mail, selling postage stamps and other postal products;
9. Postal business unit with branches means a company or state enterprise providing postal services in multiple provinces and having branches;
10. Postal business unit without branches means a company or state enterprise providing postal services at a single location;
11. Letter drop box means a box installed by a postal service provider at post offices and public places for collecting stamped letters and postcards;
12. Post office box means a box numbered for a subscriber, installed by a postal service provider at post offices, offices, institutions, and residences, for depositing letters, postcards, small printed matter, and mail notices addressed to that subscriber;
13. Dead letter mail means mail and postal parcels that cannot be delivered to the recipient and cannot be returned to the sender;
14. Postal personnel means persons working in the postal field, including directors, deputy directors, administrative staff, operational staff, and postmen.
