Article 1

Purpose: This Agreement is formulated to establish principles and measures for managing solid waste from processing industrial and handicraft factories, so as to ensure no impact on the environment and society.

Article 2

Definition of Terms:
1. Processing industrial and handicraft factories: refer to various types of factories engaged in activities such as production, assembly, repair, renovation, improvement, packaging, or reprocessing, as stipulated in the "Processing Industry Law" and the "Handicraft Law."
2. Waste: refers to substances generated from the operation process and after the conclusion of business activities of processing industrial and handicraft factories, such as: chemical waste and packaging containers, metal scrap, iron scrap, glass fragments, rubber waste, plastic waste, paper scraps, ash and slag, furnace slag, leather scraps, cotton waste, sediment, wood scraps, and other waste materials.
3. Waste producer: refers to a person authorized to engage in the business activities of a processing industrial or handicraft factory, thereby generating waste.
4. Hazardous waste: refers to waste containing components of various hazardous substances, including: explosive substances, flammable substances, oxidizing and peroxidizing substances, toxic substances, pathogenic substances, radioactive substances, corrosive (acid-etching) substances, mutagenic substances, irritant substances, chemical agents, or other substances that may cause harm to humans, animals, plants, property, or the environment, such as: electronic products, batteries, accumulators, fireworks and firecrackers, fluorescent tubes, radioactive iron scrap, waste oil, chemicals, spray cans, paint packaging containers, various chemical agents, and others.
5. Waste management: refers to the planning and organized implementation of the collection, removal, and treatment of waste in a standardized manner.
6. Waste storage: refers to the collection or gathering of various types of waste within the factory premises, placing them in a suitable location within the factory for subsequent disposal or removal.
7. Waste segregation: refers to the sorting of various types of waste into groups before removal, in order to reduce the quantity of waste and maintain a good environment, benefiting the environment and society, such as: recyclable waste, recoverable and reusable waste, waste to be discarded, hazardous waste, toxic waste, and others.
8. Waste reduction: refers to reducing the generation of unnecessary waste, recycling various materials and waste, in order to decrease the daily quantity of waste generated, such as: selecting appropriate technologies to be used, efficiently utilizing raw materials, etc.

Article 3

Scope of Application: This agreement applies to the management of waste generated from processing industries and handicraft factories.
